Province of Florence: an important step!

We are not always been kind with local authorities, nor have we taken for granted by the Province of Florence, speaking in a critical way when the action or decision taken was contrary to our opinion, the interests of members Confedilizia, and in particular with those of homeowners in general.
This time, demonstrating the correctness and consistency of the association, we address a praise and recognition Ente Provincial own, which, surely one of the few if not the only one in Italy, is preparing to dispense grants for interventions heat metering in apartment houses equipped with heating system centralized. Finally, an institution that understands the importance of this type of technical solution that practically allows you to create a sort of self-avoiding waste plant typical of the condominium buildings in the central heating which works to "free wheel", ie without any ability to limit the temperature in different environments of individual units. For this reason, in addition to the lack of a proper balance of radiating surfaces in each apartment, we see often in the winter to the phenomenon of open windows and unjustifiable, of course, plants in operation with enormous waste of economic resources which, however, be borne by the entire community pool.
It is understood by the province that this simple and relatively inexpensive system made it possible to eliminate these problems, leading to a general decrease in consumption and a reduction of emissions, as well as helping to improve environmental conditions. Financial assistance and incentives aimed at encouraging - one might say finally - the reduction of waste-and of malpractice, we add-in the management of central heating systems with results that in some places has already been done went beyond the most optimistic forecasts to a reduction in consumption by more than 23%.
regret to note that a similar sensitivity has not been demonstrated by the Government, which recognized for this type of intervention with the tax incentives of 55% deduction of expenditure incurred (instead of 36% applicable to the restructuring) aimed to reduce energy only if it can be shown at least a minimum percentage value resulting from the implementation. Obviously, this would require additional technical costs that actually make no or limited considerably further than eligibility for the deduction.
Yet it seems easy to understand, even to a layman in the matter, which contained a charge against (in the order of about 900 € for an apartment with six radiators) for the implementation of heat metering you get a successful result and significant in terms of reducing consumption and environmental protection. For this we extend a sincere appreciation for the initiative of the Province of Florence, which we hope will be revived for years to come.

When fairness is one that should

During Radio Lady of the local newspaper of July 7, 2009 the new mayor of Florence, Matteo Renzi, ha rimarcato – giustamente dobbiamo dire – che per combattere il fenomeno dei venditori abusivi stranieri (extra comunitari e non) bisognerebbe cominciare a colpire non solo chi produce oggetti contraffatti, ma anche coloro - italiani soprattutto - che affittano a prezzi esorbitanti gli appartamenti “a nero” a queste persone, speculando sulla loro necessità di ottenere un alloggio che non di rado viene condiviso da un numero spropositato di inquilini.
Se è vero che questa affermazione risponde alla realtà – e Confedilizia ha sempre combattuto tale fenomeno, assolutamente ingiustificabile – il Sindaco dovrebbe ricordare che la nostra Associazione (che rappresenta la piccola proprietà diffusa e non the large real estate) has joined and signed, together with organizations of tenants and the City Council, a memorandum of understanding providing for the reimbursement of ICI (municipal property tax) for owners who either fail to rent an apartment, as provided Article 2 of Law 431/98, without increasing the fee from the previous agreement of 2004.
It should be remembered because for too many years the small landowners were forced, time absolutely fair and appropriate, to take on the problem of housing for all those citizens who could not (and wanted) to get one for mostly economic reasons and that even more so today, are excluded from access to the private housing market. People who invested their savings to earn additional salary and / or pension has been seen to frustrate all the sacrifices and the sacrifices endured. This was done first with the action - unfair and unacceptable - the fair rent, then with subsidized rents, and finally with the absurd time of evictions for rent arrears. The latter, however, continually blocked by government measures, which make the property free of income - but still taxed and salat. On the contrary, those who preferred to invest their money in government bonds had a much better fate.
Yet, it would be good to remember that in both cases we are dealing with citizens who somehow have helped our country, the one (government bonds) to cover the costs for investment and to help the state budget, the other (the owners of properties) to solve the housing problem for those to whom the state itself has never been able to give practical help and comprehensive.
And then, in our humble opinion, the Mayor Renzi should be drawn to the plight of the Rentals "on black", but should keep in mind the need to acknowledge the valuable assistance of those who have provided a really good to help the City of Florence to limit the problem of shortage of public housing to eliminate intervening the absurdity of charging the ICI to these owners and return it in time and convenience. It would be a nice way to start your own office!

Rentals irregular: what solutions?

Special outcry raised the news reported by almost all newspapers - echoed by some local radio stations - the Guardia di Finanza, after a series of tests which covered fifty positions, found that half of leases is "black" with tax evasion of almost € 300,000 in the first six months of this year. It is, as specifying the newspapers, a number of findings made in the city of Florence and some of main towns in the province (among others Campi Bisenzio, Scandicci, Empoli) crossing data contained in some databases, based on replies to a questionnaire sent to many students at the University of Florence and, of course, on the basis of reports exposed and received by the Financial Police and the Municipal Police of Florence. in essential terms that certainly hits the news but not surprising because many times we too have spoken on the subject noting our opposition to a despicable method, however, how widespread tax evasion in many sectors and activities, which not only pollutes but the market makes it impossible to reach, would have to say finally, ad un diverso sistema fiscale sui redditi da locazione basato sulla più volte promessa - anche dall’attuale primo ministro in campagna elettorale - e mai attuata cedolare secca sulle locazioni. Pur non essendo assolutamente ingiustificabile l’evasione, che come detto danneggia tutti i cittadini corretti ed onesti impedendo la rimodulazione delle aliquote in base alle entrate tributarie effettive, è evidente come l’attuale livello di imposte che gravano sulla casa in generale (mitigato solo in parte minimale dall’abolizione dell’ICI sull’abitazione principale) e sulle locazioni in particolare sia arrivato ad un punto tale di onerosità da incentivare questo censurabile comportamento. If this is the system to encourage the hiring and an end to the scourge of black is not a good start!
